I’ve devoted my life to public service—responding to fires and emergencies across California and leading with integrity, compassion, and collaboration as Fire Chief. As a lifelong San Marcos resident who’s lived in every district, I understand our city’s history, character, and people. From growing up at the San Marcos Boys & Girls Club, to leading statewide fire safety initiatives, I’m ready to continue serving and leading the community that raised me.

My name is Justin Matsushita, and I’m running to represent District 2 on the San Marcos City Council. My family has called San Marcos home since 1959, when my Japanese-American grandparents rebuilt their lives here after World War II. Three generations later, my wife Rayna and I—both proud San Marcos High graduates—are raising our two sons in the same community that shaped us.
For more than 26 years, I’ve dedicated my life to public service. I began my career as a volunteer firefighter and went on to serve as Fire Chief, responding to some of California’s most challenging emergencies, including the Cedar and Witch Fires. Today, I continue that service as an educator at Miramar College and as President of the Emergency Management Section for the California Fire Chiefs Association—helping prepare the next generation of public safety leaders.
Education has always been a cornerstone of opportunity in my life. As the first in my family to earn a college degree, I understand both the value and the challenges of higher education. That’s why I helped launch Miramar’s Bachelor’s Degree in Public Safety Management, giving students access to an affordable, high-quality four-year degree close to home.
In San Marcos, I’ve worked to strengthen our community from the ground up—serving on local boards and committees, including The San Marcos Promise (now Project NEXT), where we opened Future Centers in every district high school. I also serve on the Measure Q Oversight Committee to ensure taxpayer dollars are used responsibly and transparently.
If elected, I’ll bring proven executive leadership, practical problem-solving, and a lifelong commitment to San Marcos. I’ve lived in every district, understand our neighborhoods, and know the importance of keeping our city safe, sustainable, and affordable for all families. With degrees from UC San Diego, San Diego State, and a Ph.D. from Oklahoma State, I’m ready to put my experience and dedication to work for our community.
San Marcos is more than my home—it’s where my story began.

Advisory Board Member, UC San Diego – Emergency Incident Management & Leadership Certificate Program
Obtained multiple grants through the San Diego Regional Fire Foundation and San Diego River Conservancy to purchase Type-3 and Type-6 wildland firefighting apparatus, expanding regional wildfire response capabilities
Implemented an improved EMS delivery model, resulting in faster response times for residents using the 911 system
